Household waste recycling

At Environmental Waste Controls, we possess vast experience in running Household Waste Recycling Centre (HWRC) contracts for Local Authorities. We currently run the contract for Warrington Borough Council and have a proven track record of improving recycling figures and reducing the amount of waste going to landfill or for recovery.

Household waste recycling management

We offer a full operational management of Household Waste Recycling Centres, including fully-trained site staff, reliable equipment, excellent recycling outcomes, as well as high-quality compliance and reporting.

We work with HWRCs and Local Authorities all over the North West of England, all the way down to the Midlands and North Wales.

If you’re keen to find out more about our household waste recycling services, don’t hesitate to get in touch with our friendly and experienced team today.

Reliable and compliant household waste recycling

Every local authority service we provide operates within the same compliance framework. Whether you engage us for household waste recycling centre management, waste haulage, operational management, or consulting, we always work to these five non-negotiable standards:

Tender requirements

At EWC, we work to the specific requirements of each council’s procurement process – from Pre-Qualification Questionnaire (PQQ) documentation to full tender response and contract execution.

Site permits

We operate only within the permit conditions of each site. This includes Environmental Agency permits, planning permissions, and site-specific licences.

HSWA 1974

We’re fully compliant with the Health and Safety at Work Act 1974 – the foundational UK workplace safety legislation. This is backed by our ISO 45001 accreditation.

Contractual obligations

Whatever the contract we agree on specifies – SLAs, KPIs, reporting frequency, escalation routes – that’s what we deliver. Everything is documented, measured, audited, and reported.

Environmental compliance

We operate under triple ISO accreditation (9001/14001/45001), Duty of Care documentation, and the wider UK environmental regulatory framework.

Why do local authorities choose EWC for household waste recycling?

Councils make their waste contractor decisions on different criteria than commercial buyers. Cost matters, but compliance, track record and recycling performance matter more.

Here’s where we stand out from the pack.

Multi-council track record

We currently have three active contracts with UK councils across HWRC operations and specialist haulage. We’re not just pivoting into council work right now – we’ve been consistently delivering high-quality, reliable work for decades.

Single accountable team

We have one Merseyside site with one operational team. There are no franchise networks or subcontractors. The team that wins your contract is the one that delivers the work on time and efficiently.

Recycling performance built-in

We can deliver 97% recycling, and councils can inherit that performance directly. This means improved recycling rates that get reported to your residents.
